I'd go with about 40-50 years old...
J/K. My son is only 4. I don't really know. I guess when he has demonstrated to me that he is responsible and smart. I mean, if he's getting in a lot of trouble at any age I'm going to monitor his activities. Unless, he's old enough that he's out of my home and I have no method for protecting him anymore.
Heavy monitoring, will probably get worse in the teen years than before. Because that's when *I* got in the most trouble... lol But I can't really say until I'm there you know?
