It's a good question.I don't think a slower connection would stop the influx of virus just because the page loads slowly ,but I think a faster connection has a disadvantage once the virus gets downloaded to the computer because on a faster connection the virus attempting to send out the data from your pc can do so faster.However, a router can be configured to filter out certain information requests for a webpage.This will block the request from reaching your network.
