Default Charter UnHelp

Charter has purchased our inter-net provider, Covington Cable, and I cannot locate anyone at Charter to assist me in converting Charter email to Outlook Express. They provide basic instructions in their introduction letter but cannot and will not support Outlook Express. I can receive email but when sending email to anyone from my address book I receive the following message:
The message could not be sent because one of the recipients was rejected by the server. The rejected e-mail address was 'plunketth@covcable.com'. Subject 'TEST', Account: 'Charter Email', Server: 'smtp.charter.net', Protocol: SMTP, Server Response: '550 you are not allowed to send mail to <plunketth@covcable.com>', Port: 25, Secure(SSL): No, Server Error: 550, Error Number: 0x800CCC79
Im believe the problem is in my settings but, again, I cannot find anyone at Charter to help in any way. Anybody else having this problem or ????
