Since you have a filter between the line and your recorder I would suspect the wiring change to connect DSL to your line was done poorly, perhaps a strand of wire touching ground or a loose connection, either at the Central Office or at the neighborhood hub. ATT tech supp. can test for that quickly by remote control. Call 'em.
