Gizmo, thanks for the reply to my post.

The technician was clear that the problem was not isolated to my residence, but he did not indicate whether the problem exitsts in all of Bell South's network, or just in my local community.

As far as a service guarantee goes, I got a call from the corporate vice-president's office in Atlanta, in response to a letter I wrote, offering to credit my bill for the times my service was out. but that is not exactly a service guarantee.

I've been using Comcast as an ISP since I cancelled the Bell South service, and it has been generally good, with only two outages in two months, both of which happened on sunny days.

I'd be eager to see the names of ISPs in Broward County that you've had perfect service with.
