Att Dsl Speed Proplems

Ok, I've had att yahoo dsl for maybe three years or so, and its worked perfect, no slow speeds, perfect! But only up until about a month ago. All of a sudden my throughput went way down and my download was around 15 kbps and by upload was around 3 kbps. First I thought well I have this moden/router (2wire home portal - sbc) ever since we got this service, so we thought maybe the router went bad because the wireless computers were most affected. So we bought a new netgear router and disabled the wireless on the home portal. Nothing. So we thought the modem had gone bad and relpaced it. A little better but still nothing. Just before that we had called a att guy to come out and check our outside line, he found a problem and fixed it. But after all this was done (line fixed, router and modem replaced) nothing has changed. I live in dallas, TX, so I'm thiking because this speed problem occurs around 5pm (central time) that people get off work and get on the computer and so I believe that it is because i live in a major city.

But I'm not sure, so please give me any suggestions you have and thank you in advance.
