Speed changes

My DSL connection speed changes. It had been 652kbps, but today it's 324.
Sometimes around 8pm it loses the connection (DSL lamp red on gateway).
The 2WIRE gateway passes diagnostics at these times. Any ideas on what is going on? Traffic at ATT high?
