Should One PC Hog the DSL Bandwidth?

I have two computers hooked up to my dsl router. One seems to get much better download and upload speeds than the other one. It wouldn't be so bad if it wasn't my computer that always gets the slow speeds.

Is that normal? Shouldn't the router split the bandwith between them evenly?
