Maintain The Speed Of My Broadband Connection

I have a package of 1024/512 kbps package and have a download rate of 100 kilobits per second. But what notice in my computer is that when there are many programs installed already, my connection slows down as well. Does my connection be affected with the programs in my system? I mean when my computer slows down, the connection speed slows down also?
