Help - my RR speed test seems SLOW

I have RR for years. I just currently moved so this is a new hookup. I feel that my internet connection is slow. Here are my speed test:

Last Result:
Download Speed: 3597 kbps (449.6 KB/sec transfer rate)
Upload Speed: 358 kbps (44.8 KB/sec transfer rate)

Any suggestion would be greatly appreciated.
