Default Network Activity on Netgear Router

Hi.

I have Road Runner service and I have it setup with a Netgear WPN824 router. All works, but I have a question regarding the speed.

I have the faster service with Road Runner and for the longest time, I was able to download at 700-800Kb. For the past several months, my download speeds are down to 150-200Kb from the same site. I never see it download any faster than this no matter where I am downloading from and I know it's not the other site since at work, the download speeds remain fast.

I noticed that my Netgear box has a "I" Internet light which flashes when there is network activity on my network.

Does the network activity reflect others on my network (neighborhood) sharing the line? Or should my network activity light on my netgear refelct ONLY my network acitivity such that if I am not using any PC on my network, that light should not blink?

I know it's not wireless connections because when I turn it off on my Netgear, I still get network activity.

Any help will be appreciated.
