Default Throttling

Has anyone heard any news of Timewarner RR possibly starting to throttle some connections, like on bt or other p2p software? I've heard reports of other companies throttling service, especially voip like vonage (which I'm thinking about), so I would like to know

Since I really don't know, and I'd rather risk looking stupid than just ignore your question, I'm gonna jump right in and ask you what "throttling" means. Is it something bad we should be looking out for?

I think he means limiting the amount of transfer and data flow through a certain portion. Companies can limit data packets sent through certain ports or close them all off altogether.

P2P makes up most of the internet's traffic, so it create huge strains on networks.
