3.0 would be 3072 kbps. So 2800 kbps is about 272 kbps short of 3 mbps. So no you are not a t 3.0 you are roughly at 2.8. You are short more than my total speed (256 kbps), but when you are that high, you won't be able to tell the difference in 2.8 and 3.0. If you are being charged for 3.0 then I would complain, if you are only being charged only for 2800 kbps and you are happy with the speed than I would stay there.

On a 1024 you should see: 128kbps/sec
Anything slower than that is bad routing or an oversubscribed ISP.
